Finance Division Regulation Wing Islamabad has issued Notification No. F.1 (2) –Reg.6/91-Vol-IX dated 24th December 2012 in connection with implementations of the recommendation of Pay & Pension Commission-2009 regarding Special Additional Pension & Provision of Orderly/Driver to the Officers in BPS-20 and above on retirement.

The recommendations of Pay & Pension Commission-2009. Establishment Division and request of retired Govt Officers in BPS-20 in the matter have been examined in the Finance Division intensely. On the basis of principals of equality and fairness, the competent authority has been pleased to approve that the retired officers in BPS-20 and above shall be paid Special Additional Pension equal to orderly allowance admissible to serving officers wef 01-01-2013 and whenever the Govt Revises the rates of orderly allowances in future, the same increase shall be applicable to the special additional pension of the retired officers.

Inclusion of Adhoc Allowances in the Emolument Reckonable Towards Calculation of Pension

Federal Service Tribunal Islamabad has passed a judgment on 22-02-2012 regarding Inclusion of Adhoc Allowances in the Emolument Reckonable towards Calculation of Pension and the finance division Islamabad vide their letter No. F.13 (24)- Reg.6/2011/395 dated 05-04-2012 has desired calculation of financial impact of the following allowances as emoluments reckonable towards pension of those pensioners who were drawing the said allowance or allowances at the time of their retirement.

  • Special Additional Allowance granted on 01-07-1999
  • Special Relief Allowance granted on 30-06-2003
  • Adhoc Relief Allowance granted on 01-07-2004
  • Dearness Allowance granted on 24-06-2006
  • Additional Adhoc Relief Allowance granted on 21-07-2009

The said case is under process by the concerned authorities and hopes to settle soon in the favour of retired employees.

Inclusion of Adhoc Relief of Rs. 300/- in Pension

Many visitors of my site asked me to provide the Notification of Inclusion of Adhoc Relief of Rs. 300/- in Pension. I found the same notification that was issued by the office of Military Accountant General, Rawalpindi vide letter No. 301/AT/Pen/3278-XXX dated 29th July 2006.

According to this notification it had been decided to treat Adhoc Relieves viz Rs. 300/- and Rs. 100/- allowed by the Govt of Pakistan vide Finance Division O.M No. F-1 (17)-Imp/97 dated 05/03/1977 and F.1 (9)/Imp/99 (I) dated 31-12-1999 reckonable towards Pension for those who retired employees in BPS-1 to BPS-16 (including those who were in BPS-17 by virtue of move over) who were in receipt of adhoc relieves at that time of their retirement.

Copy of IHC Decision-20% Special Allowance to All the Federal Govt Employees

Islamabad High Court (IHC) on 18-06-2013 has made a decision to grant 20% Special Allowance to all the Federal Govt Employees. Earlier in March 2013, Ex-PM Raja Pervez Asharf had announced 20% Special Allowance to the Secretariat and Ministries and Divisions Employees and the Employees of Attached Departments, Semi Govt and Corporations were deprived of this allowance.

This allowance will be granted wef 1st march 2013 as the Employees of Ministries & Divisions are availing the same since 1st March 2013.

The judgment says that “ The Grant of Special Allowance @ 20% to the employees working in the Federal Ministries/Divisions and withholding of the same from Federal Govt employees of other Secretariat, Departments and Statutory Bodies where Govt Scale are applicable is discriminatory  in nature as such offensive to the constitutionally granted rights of these employees. All the Federal Govt Employees are therefore held entitled to Special Allowance @ 20% with effect from the employees working in the Federal Ministries/Divisions have been allowed.”

Request for Grant of 50% Adhoc Allowance to the Judicial Officers & Staff of District Judiciary

National Judicial (Policy Making) Committee Supreme Court Building Constitution Avenue Islamabad has submitted a request to the Secretary Finance Department Govt of the Punjab vide letter No. 14/275/12/Conf 2013/LJC-A) dated 17th June 2013 to grant 50% Adhoc Allowance to the Judicial Officers & Staff of District Judiciary as allowed to the employees of Federal and Provincial Governments in the Financial Year 2010-2011.

It is requested in this letter that the same case me be processed for grant of 50% Ad hoc Allowance to the Establishment of Lahore High Court including the District Judiciary and their staff from the financial year 2010-11 onwards whom such benefit was given to other employees of the Provincial Government.

Notification of Clarification about Admissibility of Adhoc Allowance 2010 & ARA 2011 on Promotion/Up-gradation to Higher Scales after 30-06-2010

Govt of the Punjab Finance Department Lahore has issued Notification No. FD.PC.2-2/2010 dated 2nd May 2013 in connection with the Admissibility of Adhoc Allowance 2010 &  Adhoc Relief Allowance 2011 on Promotion or Up-gradation of an employee to Higher Scales after 30th June 2010.

It is stated that a question has arisen about admissibility of Adhoc Allowance 2010 @ 50% of the existing basic pay of the Basic Pay Scales 2008 and Adhoc Allowance 2011 @ 15% of the existing basic pay of the Basic Pay Scales 2008 to those who have been promoted/upgraded to higher pay scales after 30-06-2010.

Punjab Govt Employees in BPS-01 to 22 were allowed AA-2010 @ 50% of the existing basic pay of the Basic Pay Scales 2008 wef 01-07-2010 vide Notification dated 15-07-2010. Therefore it was clarified vide Para 2 (ii) of circular letter dated 12-01-2011 that on promotion from lower to higher scale after 30-06-2010 the said allowance @ 50% along with Medical Allowance will be allowed on existing basic pay as on 30-06-2010.

Similarly Adhoc Relief Allowance 2011 @ 15% of the existing basic pay of the Basic Pay Scales 2008 was allowed wef 01-07-2011 vide Para 7 of notification dated 11-07-2011. Both the allowances were also allowed to the new entrants i.e who were appointed after 01-07-2011 @ 50% & 15% respectively of the minimum of relevant Basic Pay Scales 2008 vide Para 6 (ii) & 7 (ii) of the notification dated 11-07-2011.

An anomalous situation emerged between Govt servants already in service and new entrants appointed subsequently. On one hand employees who were already in Govt service and were promoted/upgraded after 30-06-2010 continued to draw both the allowances at the level of admissibility as on 30-06-2010 on the basis of their basic pay scales in lower scale even if was lower than the minimum of pay scales against which the employees were promoted to higher pay scales or placed in the higher pay scales through up-gradation. On the other hand the new entrants who came into service after 30-06-2010 or even after 01-07-2011 were allowed both allowance @ 50% & 15% of the minimum of the relevant of the existing basic pay of the Basic Pay Scales 2008 vide Paras 6 (ii) & 7 (ii) of the notification dated 11-07-2011.

In view of the above, the employees promoted/up-graded to higher scales after 30-06-2010 are entitled to Adhoc Allowance 2010 & Adhoc Relief Allowance 2011 @ 50% & 15% respectively of their basic pay of Basic Pay Scales 2008 as on 30-06-2010 subject to 50%/15% of the minimum of pay scales of Basic Pay Scales 2008 against which these employees have been promoted/up-graded and the rates of both the allowances would be frozen at that level. As far as the new entrants appointed after 01-07-2011 are concerned they would continue to draw both the allowances @ 50% & 15% of the minimum of the relevant pay scales of Basic Pay Scales 2008 as per policy envisaged at Paras 6 (ii) & 7 (ii) of the notification dated 11-07-2011.

Notification of Grant of Adhoc Relief Allowance-2013 @ 10% for the Federal Govt Employees

Finance Div Regulation Wing Islamabad has issued Notification No. 1 (2) Imp/2013-364 dated 16th July 2013 in connection with Adhoc Allowance 2013 @ 10% to the Federal Govt Employees wef 1st July 2013.

This Allowance has been sanctioned wef 01-07-2013 at the basic pay to all the civil employees of Federal Govt as well as Civilians paid out of Defence Estimates including contingent paid staff and contract employees on the following conditions:

The amount of this Adhoc Relief Allowance 2013”

(i)                 Will be subject to income tax.

(ii)               Will be admissible during leave and entire period of LPR except during Extra Ordinary Leave.

(iii)             Will not be treated as part of emoluments for the purpose of calculation of Pension/Gratuity and recovery of HR.

(iv)             Will not be admissible to the employees during the tenure of their posting/deputation abroad.

(v)               4th condition is available at the notification.

The Term Basic Pay for the purpose of Adhoc Relief Allowance-2013 will also include the amount of the personal Pay granted on account of annual increments beyond the maximum of the existing Pay Scales.

The above Adhoc Relief Allowance 2013 shall be accommodated from within the budgetary allocation 2013-2014.

Govt of Khyber Pakhtunkhwa Finance Department has issued Notification No. FD (PRC) 1-1/2013 dated 16-07-2013 in connection with the Adhoc Relief Allowance 2013 @ 15% of the running basic pay to all the employees of the province including contingent paid staff and contract employees, employed against civil posts. This allowance will be admissible wef 1st July 2013 till further orders.

Notification of Adhoc Relief Allowance-2013 @ 10% by Punjab Govt

Govt of Punjab Finance Department has issued Notification No. FD.PC.2-2/2013 dated 19th July 2013 has been issued in connection with the Adhoc Relief Allowance 2013 to all the Provincial Govt Employees of Punjab, Contract Employees. The said Adhoc Relief Allowance will be admissible wef 1st July 2013 onwards till further orders. This Allowance will not be admissible to the employees getting lump sum salary.

It is to mention here that there was a rumor by some newspapers that the notification of 15% increase in salaries of the Punjab Govt Employees from BPS-01 to 16 has been issued but this notification disclosed all these news. And now there is only 10% increase in salaries for all the Punjab Govt Employees.

Govt of Sindh Finance Department has issued Notification No. FD (SR-I) 1(32)/2008-2011 dated 22nd July 2013 in connection with the Adhoc Relief Allowance 2013 wef 1st July 2013. The rates of this allowance for the Sindh Govt Employees are as under:

  • BPS-01 to BPS-15= 15% of the running basic pay
  • BPS-16 to BPS-22= 10% of the running basic pay

This allowance will also be admissible to the contingent paid staff employed against civil posts paid from civil estimates.

The other conditions for this ARA-2013 Sindh Govt Employees are mentioned in the copy of the Notification.

It is further mentioned that the Notifications for ARA-2013 has already been issued by the Punjab Govt, Federal Govt  as well as the Khyber Pakhtunkhwa Govt. KPK Govt has notified @ 15% for all the employees of KPK while Punjab Govt as well as Federal Govt has notified @ 10% of the running basic pay.

According to the Daily Pakistan dated 17-08-2013 the summary of 15% increase in salaries for the Punjab Govt employees as well as the regularization of contract employees has been submitted to the Chief Minister Punjab for approval.

According to the news Chief Secretary Punjab has submitted the summary of regularization of contract employees, 15% increase in salaries, up-gradation of the employees and other demands by the APCA to the CP Punjab.

It is to mention here that the CM Punjab has already announced the regularization of contract employees before the Election 2013 and the notification of the same was issued but due to the orders of the Election Commission the implementation on the same was postponed and now it is a big news for the employees if the CP Punjab approves the same.

Finance Division Regulation Wing has issued Notification No. F.4 (3) R-4/2011 dated 10th September 2013 in connection with the 10% Adhoc Relief Allowance of the Basic Pay to the Executive/Supervisory Staff of the Autonomous/Semi Autonomous Bodies/Corporations etc wef 1st July 2013. This allowance will only be applicable to those corporations/autonomous bodies’ employees who have totally adopted the Basic Pay Scales of the Federal Govt.

It is added that the Federal Govt has already issued the Notification No. F.1(2)/Imp/2013-594 dated 16-07-2013 regarding Adhoc Relief Allowance 2013 @ 10% to the Federal Govt Employees of Pakistan.

Updates Regarding 20% Special Relief Allowance 2013 for all FG Employees

Today on 30-09-2013 in Islamabad High Court was the hearing of the 20% Special Relief Allowance for all the Federal Govt Employees. The Secretary Finance did not produce the Notification of 20% Special Relief Allowance as was ordered by the IHC in the previous hearing.

The IHC issued a show cause notice to the Secretary Finance and the next date of hearing fixed as 9th October 2013. Finance Department said in the court that there will be a burden of 50 Arab annually. Justice Mr. Shaukat said that how it is possible that some employees get financial benefit and other not? Let’s see what happens during the next hearing.

The Finance Secretary has cleared the summary of the 20% Special Relief Allowance for all the Federal Govt Employees.  This 20% Special Relief Allowance was granted to the Federal Employees of Ministries & Divisions only and the Attached Department’s Employees were left out. Now it will be great news for the Attached Department’s Employees if the Notification of the same is issued soon. It is expected that the Notification of 20% Special Relief Allowance will be issued within few days as the Secretary Finance has promised in the court.

I have discussed here in detail about the Increase in Salaries after Annual Increment 2013 for Federal & Provincial Employees. You know Annual Increment is granted every year with effect from 1st December. There is increase in the basic pay by granting Annual Increment of all the employees except those who joined their service on 2nd June or later.

Here you will get the full detail of the Annual Increment Pay Scale wise as well as the Adhoc Allowances increased with the granting of Annual I increment.  Adhoc Relief Allowances of the year 2012 and 2013 will also be increased. The detail is as under:

Decision Copy February 2014 of 20% Special Relief Allowance for All FG Employees

The Islamabad High Court has again issued the orders on 4th February 2014 in connection with the 20% Special Relief Allowance 2013 to all the Federal Govt Employees and the deadline has been given till 28-02-2014. Some points of this decision are as under:

Official in attendant submit that the summary with regard to Special Allowance @ 20% was submitted to the Honourable Prime Minister for approval and there were certain quarries, however after answering the same summary has been again submitted to the Honourable PM for taking final decision about the matter. Further submit that they are not in position to tell any specific date for the approval of the summary, however showed their expectance that the same will be returned within three weeks. Officials in attendant are directed to submit follow up letter in terms of order passed by this court so that this issue may be settled as the employees of different departments are lurking in the arena of uncertainty since long and approaching the court time and again. It is expected that the authority shall take the final decision by the end of this month i.e 28-02-2014.

In view of the matter, it is held that all the Federal Govt Employees and the employees of other allied departments are equally entitled to 20% special allowance which has been given to the employees mentioned in the Notification.

30% Special Secretariat Allowance for KPK Secretariat Employees

Government of the Khyber Pakhtunkhwa, Finance Department has issued Notification No. FD (PRC) 1-1/2014 dated 17th February 2014 in connection with the 30% Special Secretariat Allowance for the employees of Civil Secretariat, Chief Minister’s Secretariat, and Governor’s House/Secretariat Khyber Pakhtunkhwa with effect from 1st March 2014.

According to this Notification, competent authority has been pleased to unfreeze the 30% Special Allowance sanctioned vide Notification No. FD (SOSR-II) 8-7/2011 dated 27th April 2011 and it has been allowed on the Running Basic Pay of the concerned employees.

This Special Allowance shall be admissible on the running basic pay subject to the conditioned prescribed in the aforesaid Notification dated 27-04-2011 or it may be prescribed by the Governor from time to time.
